By the way, Windows 7 was also sensitive enough to leave each open program running with the keyboard chosen for it unless I changed it within the program, even when I was using another language keyboard in another program.

This would be nice as well if this could work in Windows 10, but at this point I am simply holding out hope that Windows 10 will stop erasing my shortcut definitions for switching between languages.
